New USA requirements

I hear the USA are passing a motion shortly through congress that would mean all travellers including tourist visa ones would have to register online before they travel with personal details and a fee of around 17 euro. Anyone with more info about this and when it will be become law ?

I haven't heard or can't find any info on it at the moment. It wouldn't suprise me though.
