I want to fit a new extractor fan over cooker. How far away from cooker top should it be fitted. What is the usual and practical best height.

The directions say Minimum 60cm from cooking plane. What is the plane. ( hot surface I imagine).

Yep three feet or 60CM is the recommended minimum distance from the hood to the hot plates of the hob. Though be sure and make sure you have the hood high enough to avoid banging your head when you lean over the hob.
