Modify a PDF without Adobe Professional?

I have a large PDF which I need to modify. Out of a 30 page doc, I just need a new PDF of pages 13-20. I know if you have Adobe professional it will do it for you but I don't have it. Does anyone know if any other programs that do this? Thanks

A quick google turned this up:

I doubt if it would edit if it were locked or password protected pdf
