Sky Digital in apartment where dish not allowed

    Hello, where i live it is not allowed to have a satellite dish.

    I have understood that this is legal to enforce because the walls outside are the property of the building.

    However today i notice one of my neighbors has his dish on the balcony (i do not know this person so i didnt ask them) which appears to be mounted to a pole on a concrete slab (see attached picture)

    Does anyone know is this is legal?
    I rent my apartment I dont really care if it pisses off the management, as long as they cant force me to take it down.

    How would I get this setup, would sky install a dish in this manner?
