Missing Papers

My mother got a yorshire terrier in nov 2004 got papers and everything but never sent them oh to be changed into her name, the papers are missing and she has been asked to let her dog service another, but they cant do anything as the papers are lost, is there anything she can do

contact the kennel club and the breeder of the dog they should be able to help?
