ok i heard of the software called Garageband but its only 4 Mac pc's and i have windows :( does anyone know of anything like Garageband which will let me record vocals and let me create music without instruments? and which is free to download. i already have audacity but you can't create music on that , just vocals. if…

Garageband comes with loops and alot of MIDI instruments. Almost all sequencers will allow you to import loops and program sounds via virtual instruments...try Reaper.
