How do i change keybaord layout?

Hey, the keyboard i use at work is a standard qwerty keybaord, but some of the symbols are wrong when i type. e.g. I press shift+2 and i get @ not " (they seem to be swapped). How do you change this to the default (i.e. proper way) as its doing my nut when i start typing and look up and things are all sorts of wrong...

start>settings>control panal
regional settings.

go to language.
click details.
from the drop down menu select English Ireland.

if its not there on the right hand side click add
select English (Ireland)
Click OK
Now select english ireland from the drop down menu to set it as default.
click apply.
then highlight and remove English United States.
