Certification? If you mean a sort of standards certification, then AFAIK, none exist in Ireland.

CAI in the UK do Aerial and satellite Certs, which I think allows for cheaper insurance also for the installers.

No such schemes here that I'm aware of, though maybe Tony might know more?

CAI does accept members in ROI. Last time I checked I think there was only one in the country, and he was in Donegal and worked over the border as well.
I am considering becoming the second member. I already try to work to CAI standards on my installs.

Yes CAI will train and accept members from ROI. I was a member years ago but gave it up as the inspector never visited here and the membership fees were quite steep as they would only accept bank transfers in sterling which were really expensive at the time. The training courses are very good though and perhaps if there was one taking place in NI it would be worth thinking about. Like Rippy though I do my utmost to install to CAI standards, its a good benchmark.

So anyone could theoretically do it?

Not theoretically, in fact "anybody" is doing it. Anecdotal evidence suggests than even some "authorised" sky installers haven't a clue.
