What is builders finish?

Hi there, We moved over to Ireland last year and are now looking into buying a house. We are interested in the new builds but I see alot of the time 'builders finish'. Does this mean its just a shell or is there sanitary ware and flooring installed, or is it different with each developer.:confused:

my general understanding of it, and im open to correction, is that there are no floor finishes or wall finishes, just bare concrete floors and bare plaster walls, sanitary ware is included though
