Does anyone know anything about creating MODS on Oblivion. Just trying to get started but i would like to know from anyone out there if they have and how they got on... Bon Soir...

You seem to have misunderstood 'Games Workshop', its not for developing mods, think you best check here for what its about:

As for what your asking, your best bet would probably be here:

But that forum is pretty much completely dead.
