Home alarm installation question

    I have got a quote to the the alarm in my house replaced. The quote itself seems fine and I was happy to go with it until I was told that I also need to sign up to a service contract at about 1** per annum. They said this is a legal requirement under some new legislation. Is this pulling the p*ss or legit? I just want a working new alarm. I don't want it monitored in anyway. How long do these contracts stay in force for if they are a legal requurement?
    By the way...it is a maintenance contract they are insisting on..not a monitoring contract.
    Any info appreciated.
