Central bus route planning

When is Dublin going to have central planning for buses?

I often wait for any bus passing the Kenilworth crossroads - served by the 83, 18, 16, 16A, 49 and 49A.

In theory, many of these buses are supposed to run every 7 to 15 minutes, but it's not unusual to wait three-quarters of an hour.

These buses, between them, are served by four different garages - and probably each garage assumes that if one of their own buses goes missing, the other garages are picking up the slack.

Surely it would be more efficient if one central authority ran all the buses' routes and schedules, a la air traffic control? At the very least, it would give one number passengers could ring up to whine plaintively "Do you know where the 3.45 49A from Tallaght is by any chance?"
