It should be made compulsory. MGM in Ennis Co Clare do bike trining.

If you want to practice, get an experienced rider to bring you to some quiet private industrial estate in the evenings rather than on a public road.

If the private land is accessible to the public then you still need licence, insurance etc. etc. as it falls within the definition of a 'public place' in the Road Traffic Act.
The Gardai have been clamping down on boy racer carry-on on private land, so unless it really is private (no public access, and permission from the landowner) you could be in bother. That said, unless you're doing burnouts it's unlikely there'll be any complaints!

In Cavan there was a great fire / Judge McCarthy was sent to inquire / It would be a shame / If the nuns were to blame / So it had to be caused by a wire.

I know several private industrial estates around Ennis that are locked after hours and there would be no probs to use. The Gort Road estate has been popular for years, theres a smaller enclosed car park that was used by the travellers for a while is suitable, you will see learner drivers in cars and the odd bike there, The cops are more concerned about boy racers hanging around Shields garage than some young lad accompanied doing bunny hops at 10mph and also they would prefere to see them there than in a local housing estate.
