Can't sign for credits

Is anyone else aware of the situation whereby some Substitute teachers in VEC posts are not entitled to sign for credits during holidays?

Apparently in a particular set of circumstances the Department of Education 'gives' substitute teachers a 56% holiday allowance. This doesn't mean money, it doesn't in fact mean anything, but the Dept. of Social and Family Affairs says that because the teacher is 'on holiday' they are not entitled to sign. The VEC say that they only pay 'stamps' for the weeks that the teacher is working. So no-one is responsible for the stamps.

In some circumstances the Substitute teacher has a 22% holiday allowance and apparently (I'm not absolutely clear about this) this 22% is absorbed by the time the teacher is not working during any week. After a certain number of hours the teacher goes on to the 56% allowance and that is where the problems start.

It has been put to the union and apparently it is a national problem, but no one seems to know what, if anything, is being done about it. Has anyone any information?
