Frank with the Big Head?

    Anyone refresh my memory as to the name of the character from
    the 90's that Was called Frank.

    He was on childrens saturday morning TV sometimes where he wore
    a suit and had a big areoboard/foam head with 2 huge eyes and painted
    on skin and hair. I though he may have appeared on a Morrissey Video
    and had a Video of his own.

    What was the name of the show this guy used to be on?

    It was on UTV on a Saturday morning and that guy Neil from Art Attack was in it too...and possibly that Gaz dude from How...It was set in a house and the Neil guy kept having to answer the door all the time
