    Hi, I found these criteria on J1.ie - no mention of having to have an Irish passport;

    *Be a minimum of 18 on date of travel and a maximum of 28
    *Be currently enrolled and participating in full-time Post-secondary studies that culminate into a degree.
    *Students enrolled in a programme of 2 years or less must demonstrate that their current studies lead to a degree programme and show intent to persue that degree.
    *Possess a valid passport at the time of application. It must also be valid for at least 6 months after your return from the US.
    *Unlimited number of second / third time applicants are permitted to travel.
    Erasmus and Socrates students are eligible for the programme. Please note you will have to return to Ireland for your Embassy interview.
    The J1 2007 Programme is open to students of any nationality.
    FINAL YEAR STUDENTS ARE ELIGIBLE TO TRAVEL AND NO LONGER HAVE TO BE PURSUING FURTHER EDUCATION IN THE NEXT ACADEMIC YEAR; BUT WILL NEED TO SHOW THEY ARE RETURNING TO IRELAND AFTER THE SUMMER.

    - although I'd drop them an email to be sure ....
