Vista System32 exe's and msc's

I've installed a copy of Vista on my laptop. Its an upgrade from XP rather than a clean install. The problem is though that in Control Panel there are lots of links to exe's and msc's that when I click on them, an error pops up to say the following.. eg for services.msc

"C:\Windows\System32\services.msc The specified path does not exist. Check the path, and then try again".

Even if I open Windows Explorer and navigate to the system32 directory, and click on the file I get the same error.

I'm connected to a domain, but I have local admin rights, and I have read and execute privileges on the file. Its not all exe's or msc's that I can't run, but there are a lot of them.

    Anyone have an idea why?

I turned off the UAC, and its fixed a lot of problems. Still got some, but I'll explore further
