    Does ireland host an ambassador for the caribbean? Im googeling but no luck... not sure if its even the right forum!

    try one of the countries, such as Jamaica, or Trinidad and Tobago or St Lucia.

    I know that the Dominican Republic does not have an Embassy here.

    There's a full list on the DFA's website of all Irish embasies and consulates (here) and of all accredited embasies to Ireland (here).
