    Ok,for high quality prints you have to use about 300dpi. It'll look ok at 240 but you wouldn't want to reduce it further than that.

    As for size, just set the "Document Size" to what you need.

    If it's a 7x5 then that probably means you are changing the aspect ratio of the shot (most SLR cameras have a 3:2 ratio while digital compacts are often 5:4). You can do this two ways;

    You can resize the entire image to a 7x5, this will keep the entire photo intact - but - will cause distortions that may look unnatural as Photoshop stretches and shrinks the original to fit the new size.
    Image -> Image Size -> (uncheck 'constrain proportions') enter 5x7 inches

    The other way (that I always use) is to crop the best possible 7x5 frame out of the original photo. You will lose some of the edges of your photo by doing this but the subject of your shot will still have natural proportions.
    Crop Tool -> Set Height & Width at top -> drag box across photo for best fit

    To Print you should use 'Print with Preview' and make sure your scale is only set to 100%
    File -> Print with Preview -> Uncheck 'Scale to fit Media'

    Sorry if thats dumming things down for you, but i don't know how familiar you are with photoshop.

    I usually just make a new image at the exact size and settings that I need and then drag the image over. Transform as neccessary and allow the edges to naturally crop.
