Monitor / Graphics Card Problen: Not sure

I'm not sure what exactly the problem is caused by so I'm hoping someone can help me with it. A few days ago, I started my PC and found that any windows I open have a yellow blur all down the side of them. Shortly afterwards the icons started getting the same blurred effects with the fonts beginning to fade. It's got to the point where it's becoming difficult to read. When I play games though, there doesn't seem to be an issue though sometimes the game menus are effected by the yellow blur around them. I tried taking some screenshots of the problems but because I've no internet access at home, I burned the pictures onto CD to post in work but looking at them here, there's absolutely no problem with it though when I look at them at home the screenshots are blurry. If I move the open picture windows around, the yellow blur moves with it so it's not just burn marks in the monitor. I had originally thought it was a graphics card problem but because the games are working, I'm leaning towards a monitor problem. Though at the same time, I can't see why the blurry shadow would move with it. Maybe this is obvious but I don't want to go buy a new monitor or graphics card if it won't resolve it. My monitor is quite old now so I shouldn't be surprised if it is messed up.

Also what is worth a go is re-seating your graphics card. And checking that the fan isnt clogged with dust and grime.

Thanks a lot. It's still workable but it's just annoying because sometimes you can hardly see menu options of file & folder names. I'll try a new monitor, I'm not even sure how old this one is. It came with a Packard Bell P2 350mhz back when that was the ****. =D Don't worry, I've upgraded the rest of the PC since then. I'm planning on getting a new PC in the next fortnight or so anyway and just using the old one as a backup guinea pig so I'll probably just look for a second hand CRT for it anyway.

I tried cleaning the graphics card fan, reinstalling the card itself and reinstalling the drivers all to no avail.
