    1) Make sure your site has all its relevant info in proper tags , i.e. <title>, <h1> , and the likes.

    2) Add your site to Google
    http://www.google.com/addurl/

    3) Upload a sitemap to Google and Yahoo!

That'll get you started. Next up , you can start worrying about your page rank.

or 4) post a link to it somewhere "important" or influential (and if it has a fat google pagerank it won't hurt.)

good sites don't need to be submitted to google.. google finds em.

Is it a blog or page with a registered domain? I've been having trouble getting my blog recognized, but my web site is getting attention from Google. I read some place that having several links to relevant topics increases your chances of showing up on google. To do this, I've embedded several RSS feeds in my blog. I don't know if that will work since they change so much, though.
