Is the boot order set to hard-drive first?

    Windows Xp?

its vista and the boot order is correct,

now just so we are clear it boots into windows as it should once there is media in the drive (not the windows setup)

i suspect a problem with the boot.ini file

actually does vista even use a boot.ini file ?

No, Vista uses a new method for booting called BCD, designed to work on both BIOS and EFI-based motherboards.

might do an inplace upgrade and see if that fixes the boot issue
