Anyone know what this is all about? I think it means if your selling something in the within the EU you have to add VAT to your price, could be wrong though?

This relates to the fees Ebay charges you for selling an item. Not the sale price of an item you are buying or selling.

"Gross fees will not be changing as a result of the change to our EU structure."

No need to worry IMO.
