    Preferably somewhere in Dublin.

Have been to several places and supposedly there is some special part they need to balance citroen and peugeot alloys which none of them seem to have or know where i could get it done.

    Cheers.

Citroen & Peugeot alloys have a fixed centre, so they do need an adaptor to balance them. Ring and check before you go.

I'd say any of the larger tyre fitters could do this - Advance, Fast Fit, etc, etc.
