hi. i have my itunes library on an external usb drive, but if i add something like a card reader to my pc, itunes cannot find the usb drive as the drive letter has changed. how can i assign a permanent drive letter so that no matter how many drives i have, my usb drive always has the same letter?

Not sure if there is a way of doing so, XP assigns the drive letter to whatever is the next available drive.

Pretty much. Depending on devices/setup,etc. you might get away with assigning a letter considerably spaced from other devices(S:,etc)

Alternatively, mount the USB HDD as a folder in a partition on your hard disk:
    1. Plug your drive in.
    2. Right-click on My Computer
    3. Select Manage.
    4. Expand the entry labeled Storage and choose Disk Management.
    5. Find the entry for your USB drive; right-click it; select Change Drive Letters and Paths.
    6. Now click on the Add button, and select Mount in the following empty NTFS folder. You will now browse to the directory to which you want to mount the drive. If you haven’t created a directory, you may do so now.
    7. When you're done, you can remove the drive letter which is automatically assigned to the drive and click OK.

If you go into the Disk Management by right-clicking on My Computer > Manage and change the drive letter to something on the other end of the scale (away from the next letter in the queue), it should assaign the same drive letter again the next time you attach the device.
