Microsoft's Repair Promise

Is it true that Microsoft promised to repair any faulty 360 consloes manufactured before Jan. 2006 for free? I have heard about this but it doesnt seem like Microsoft are backing it up. Im not too keen on paying €130 because of dodgy Microsoft.

There spokesman did promise it at one point but alas they borked on the deal and now the phone staff know nothing about it :P
