That object looks like an old carpenters wood drill. Its very old but probably and worth feck all...
If you look at the top end of it you can cleary see where drill bits would be fastened into it.

It's a hand drill, for wood if I am not mistaken (though I could very easily be). I'll move this to DIY if you don't get a conclusive answer here.

Though really, why philosophy? Were you worried that it might be a nihilistic hand drill or something?

Well someone having an object of this build may lead one to ponder the theory of evolution and how it was that this came into existence.
