    Planning lasts five years

    outline lasts three years

    right?

so when you get outline upgraded to full planning does the five years start then or does it start from the date the original outline was granted?

When OPP is granted you have 3 years in which to make an application for "permission consequent". When the permission consequent is granted it is only valid to a date 5 years from the date the OPP was granted.

Planning leaflets issued by the DOE are very helpful and can be viewed HERE
