Villain is tag 25/15/1.45, he has $414.25, I cover

No history with villain, he hasn't been at the table long.
If he was watching before he sat down, I'm sure he would have me noted as the value (tilting pretty badly)

Folded around to Villain in SB, he raises to 12. I make a tilty call with 58o in the BB. Yes I know it's a fold

    Flop:
    (24)
    9s 6s 4d

SB bets 18. I decide to float and call (have gutshot and can bluff spades)

    Turn:
    (60)
    9d

Villain bets 45. I make it 145 to play. Villain calls.

    River:
    (350)
    3s

I shove. okay or not okay?

I know I'd personally fold over pairs to this shove.

Not a big fan. By raising the turn you're not representing a flush draw anymore.
