    I've seen this on PCs in the past but it just happened to mine when it previously wasn't like that. WTF?!

    Start, settings, control panel, regional+language settings, Languages tab, Settings tab.

    English(Ireland) or English(UK) is what you want. Assuming your " is above your 2. If its not then English(US) is what you need.
