Draft from ceiling lights - is this normal?

When fixing a light fitting today, I noticed a cold draught from the hole in the ceiling cavity where the electric cables come through. Is this normal and where would it be coming from? It's a new house.

What kind of light was it? Downlighter? Was the attic above it?

What kind of light was it? Downlighter? Was the attic above it?

An ordnary ceiling pendant. The first floor is above it.
