    Scenerio:
    A 1st license provisional driver is driving along the road. A fully licensed, fully comp guy crashes into the back of him.

    Can the fully comp guys insurance company refuse to payout as the provisional driver was technically driving illegally?

    no.. even if its the other way around and the provisional smashes in to the fully comp... same applies. It will be paid.. but next time around expect to pay thousands!!
