Using Peer to peer file shring on college network

Just wondering if anybody knows whether it is a violation of college rules to use programs such as Bittorrent or Limewire on your own laptop while connected to the college network? I have a feeling that its illegal but 'i might be pleasantly surprised.... Also if it is used, is there a way of detecting whose doing it?
