You'll probably get better suggestions than this but he's my 2 cents anyway -
the guys that remade Dawn of the dead green screened a small crowd out doors. You could do the same - green screen a small crowd and use that to replicate into a big crowd. Make sure no one is wearing anything with green in it. shooting outdoors on a grey day will give good results. Shoot the background (carpark or where ever with the same camera position/perspective as you used to shoot with the green screen and use a tripod). shoot outdoor non green screen footage for a couple of minutes. Then shoot the crowd scenes a couple of times for the same duration of the non green screen footage. Mix up the crowd each time.
