Upstairs in Hamilton library. When you reach the top of the stairs, the civil books are in the far left corner.

Museum building, on the first floor. Go towards the Civil Department Office but before you go into it look right - there's a spiral staircase. Wander up these stairs and there'll be a door.

The department uses it for meetings during the day and is open to use at some mystical time (I think 4 - 5:30, which is a disgrace really). Either way your best bet is to pop in to the department office and ask Tamara or whoever is there what the times are like.

I assume she meant the actual department library :)
