Does anyone know what these are actually called? The purpose being that they can be removed without taking boots/shoes off. Also, where can they be bought online for children?

I usually call them waterproof trousers with zips at the bottom :). You could get fancy and buy salopettes but they'll cost you an arm and a leg (no pun intended).

You could also look at overtrousers and those kind of things. http://www.barrabes.com/ do kids sizes afaik.
