Mounting a wash hand basin

I had to get a plumber in because there was movement in two of the wash hand basins. He said that some sort of additional bolts would have to be used to secure it to the wall and these were to be put through two holes in the back of the basin. What he has done is the following:

Used screws with a bolt head with washers which are not big enough to cover the holes but instead sit half in and half out of the holes. The basins are still loose and one of them is cracked. Is it possible to upload pictures so I can show you exactly what I mean?
