Should ground works be included in a snag list? Not in relation to the whole site but say to your entrance and exit to the site?

If they are part of the plans and specs, then it is the builders obligation to provide those works and they can be snagged.

If they are excluded from the plans and specs, which happens in some houses where people are buying a shell unit only and matters like painting, tiling and landscaping/exterior are for the purchasers, then no.
