Wireless Connection Issues

I live in an apt block and can pick up a wireless signal. Trouble is, it doesn't always connect properly.

Sometimes it connects, but I can't access any web pages. Other times it won't connect at all.
I sometimes get a little balloon on the taskbar stating "Windows - System Error - There is an IP address conflict with another system on the network"

I can log into the router. It's a "Netopia Model 3347W Wireless DSL Ethernet Switch"
Any ideas as to where I can go from here?

Not a lot you can do since u don't own the router. Without being naughty. But we won't be telling you how to be naughty, co that's, em, naughty.
