I want to use my External USB Hard Drive connected to my PS3 but it is formatted to NTFS which the PS3 doesn't recognize. How can i format it to FAT32?

you cant use windows to convert it anway. You can use a 3rd party partition utility.. however... be very wary! Its VERY likely that everything will be wiped because the utility will cock up.

Easist thing might be copy everything to your PC, open disk admin (computer managment console in XP/2k) and delete the partition and set it up again then copy everything back. Its fool proof and safe.

As mentioned you cant easily go from Fat to NTFS, its usually a case of formatting the drive
