Do I have to appeal a fixed charge parking fine at the issuing Garda Station or at any station????

I know I was not in breach of any parking laws before somebody asks

Go to/ring the issuing station and get advice.
I got a ticket in Blackrock Co. Dublin before and I could either write to the local super or head into the parking fines office on Capel St.
I chose Capel St. and went in with my fine and pay and display tickets and the woman cancelled the fine there and then.
