Just opened my bill this morning which they have re-designed but am shocked to see a leaflet enclosed all about the new layout and it states that if you don't pay by direct debit (which I don't for anything) you will be charged €2 per bill for not doing so!

How can these louts get away with this? Penalizing me by €2 per bill for not opting to pay by direct debit - it's just ridiculous.

It's not all that uncoming. Electronic payments are cheaper for companies, therefore they try to encourage people to use such methods.

Well not really. With DD they get they money pretty much on demand. With electronic banking payments they have to wait for people to get around to paying it etc. It all adds up.
