Don't think you can convert them directly but you can mount them in a virtual drive with Alcohol 120 or Daemon tools. That will make the bin file act like a CD drive with that media inserted. You can then convert whatever is on the file or even burn the image using those tools.

.cue file should be with a .bin file for one, and its normally what you feed alcohol or whatever....

you can use any decent cd/dvd writing software to burn a .cue/.bin combo onto a dvd. You can use alcohol/daemon tools as the previous poster mentioned to mount them to copy files out.

Conversion per say doesn't really make sence, i think something like winiso can probally open the fs and have a look around too...

well the .bin file contains a film! can that be changed to mpeg using this program?

No. It's an image. As if it was a dvd. So you'd have to rip.

VCD Gear will convert bin/cue files into MPEGs.

You can burn them directly. Just open nero, and open the .bin file. Usually nero isn't picky about having cue's, if you have trouble, let me know, .cue files are pretty much the same template for disc-at-once situations.
