    i use this.. works perfect...
im not sure if its freeware or shareware, i cant remember but try it out anyway.. you add vob files and it burns them for you.. no menu making function though.. you could also use nero but nero is stupid and sometimes wants to encode it again before burning it and is just overall an annoying experience..

In Nero you should be able to use the 'recode to DVD-Video option from the Photo and Video section in the SmartStart window. Its worked for me when I needed to burn a d/l DVD that was just a folder with the .vob and .ifo files in it.

Using Nero 7 Ultra edition here.

you can use a programme called dvd shrink to convert to an iso file which will burn with any burning software

dvd shrink dosent actually have its own burning engine... it only burns dvds if you have nero installed.. and yes i suppose dvd shrink could be used to burn the vobs.. it would have to process them first but if you have nero installed it should burn them okay.. id say give the program i mentioned above a go though.. i often encode divx files to vob using winavi then burn using the vso copy to dvd software i linked to above..
