Open IE -> Tools -> Internet Options -> Privacy Tab -> Tick box for Block Pop-ups

All versions with the popup blocker should display a yellow information bar when the popup is blocked. If you click on this, you have a shortcut to allow popups for that site only, or on that occasion only.

In IE 7 go to Tools > Internet Options > Privacy Tab > Popup Blocker section > Settings button > Add the site you want to allow popups for. Should be a similar path in IE 6.

Holding down the 'Ctrl' key when clicking on a link also overrides the popup blocker if you'd prefer to leave it switched on.
