Now its an easy fold but i felt he was weak so should I always just take the cheap turn card or can i justiify the turn raise to try and take the pot there and then ?

I think the turn reraise is very poor tbh, just take the card. If you were hell bent on betting I think that the reraise is too small.

There will be better spots to get this guy than this hand surely.

I agree in hindsight the RR is far too small so say i call the turn and he checks a blank river to me should i fire?

I don't think raising on turn is good at all.
If he calls with gut shots and is as a big a clown as you say and stats show then do you think you have any folding equity at all?

Just call turn and you will probably get some chips on the river if a diamond hits assuming he doesn't get a boat.
