I have a HP Photosmart 8050 it's a great printer excellent quality and loads of features and works fine as a standalone unit without PC - also prints up to A4 unlike most photo printers I got it in PC World for only €60 a few months ago not sure if they still have them.
Price of cartridges vary I got some packs (with cartridge and paper) for only 16.99 in Boots a few weeks ago on special offer but they're normally around €25-30 each you can also pick them up quite cheap on eBay.

go for the epson R245, €99 in PCworld, get you ink here
24 inks for £19.99 UK + £12.99 p&p.....great price.
