Is it possible to kill vermin (rats, mink, rabbits, crows,etc) with a .22 Air Rifle. http://www.bluemoonguns.com/ Is the procedure for getting a license the same as for a normal rifle?

It's possible and it's legal so long as you never take a shot at any game animals (which you are not allowed hunt with any form of airgun in Ireland).
Yes, the procedure is the same as for a normal rifle.
