Have you tried: clear config all
    while in configure mode?

erase startup-config from an enable prompt.

When you next power up it then goes through a kind of initial configuration 'wizard'.

recent, he needs to overwrite the running-config with an nvram default of some sort on an old 1600 or delete the running-config or loading a scratch config and making it the running-config , some palaver like that .

    what IOS version ??
