In the affordable housing scheme does it matter where you currently live, like can a person in Cork county apply to the the city council or are they tied to appyling to county council only?

You normally have to have some link, e.g. you grew up there or have family, work or other links there.

I dont know anything about Affordable housing in Cork, but I know a bit about the Dublin councils. For the majority of properties they sell it does not make any difference where you currently live. However, Fingal county council keep a small number of properties for applicants who have lived for at least the past five years in that particular area.

Where they do infill housing, most councils keep a proportion of the housing for local needs, so as to encourage the sense of community.
